ABSTRACT

A regulatory detailed planning approach was initiated by local governments to deal with the demands of controlling development since the delivery of land use reform in the process of China’s transition to the market economy in urban areas. It is the view of some Chinese academics that a Regulatory Detailed Plan is a main tool in planning management by local planning authorities to implement the City Comprehensive Plan, to protect public interests and to coordinate different interest of stakeholders (Li 1999; Li et al. 2009). It is an important means of public policy. This planning approach has been used to guide and facilitate the achievement of an ideal society by controlling development (Shao and Duan 2010) and distributing resources to ensure the social and economic intention, and public welfare of a society (Yu et al. 2010). It has been used to secure and coordinate the interests of stakeholders through a clarified management and technical process (ibid.). Meanwhile, a Regulatory Detailed Plan has been and will continue to be an important tool for local entrepreneurism. It is regarded as the main reference to decide the price of land use rights lease (Yuan and Hu 2010).
