ABSTRACT
During the transition to the market oriented economy within which devolution, globalization and marketization are three main features, the municipality has played an important role in urban and economic development. The function of the municipality has been to become the promoter of local economic development. Development has been regarded as the absolute principle and the priority of local municipal governments’ agenda. Local politicians have become very sensitive to the opportunities and pressures of development.
