ABSTRACT

Corruption has long been seen as a cancer on the Chinese Communist Party even through the high growth years of the 1 990s and into the 2000s. During those years, the problem of corruption was to some extent overshadowed by the economic and social revolution engendered by Deng's reforms. But the problem persisted and seems to have worsened in recent years. Those who have studied corruption in China most closely agree that corruption is a widespread and continuing problem. 1 There are reports of large-scale corruption in China's financial institutions, with stories of bank officials fleeing overseas with millions of yuan in bank deposits . We also hear about onerous taxes and fees and corrupt land deals that have sparked violent protests in the countryside .
