ABSTRACT

Frascati-based measurements discriminate against the construction industry by under-reporting innovation. There are a variety of business drivers that point to the need for the construction industry to put a stronger focus on innovation. In Europe the construction industry is known as a mature, traditional industry. The huge number of studies and papers produced by researchers analyzing the construction industry suggests that major changes are at hand; in practice, however, nothing really changes. Quantitative data on innovation in the construction industry are rare. The chapter provides quantitative insight into the innovative performance of the Dutch construction industry. It describes the changes in the level of innovation in the Dutch construction industry. The paradigm concept is discussed at different scales: paradigms exist at the level of individuals, of organizations and of industries, communities and nations. Paradigms tie social, scientific and economic communities together and create trajectories to the future, building on the past.
