ABSTRACT

Poland is considerably behind as regards the implementation of the Rio Conference resolutions and development of environmental protection programmes prescribed by Agenda 21. In 1991 the Polish parliament passed a resolution on ecological policy. The implementation of the Rio conference postulates in the form of Agenda 21 in Poland will be analyzed on the example of Lodz, Poland's second largest city. Preparation and implementation of Local Agenda 21 ought to be one of the priorities for local government in Poland. Instead of a comprehensive view of environmental issues and formulation of recommendations for integrated environmental policy it provides a rather fragmentary analysis of the problems and uses a traditional, branch-based approach. Reference to fulfilment of Agenda 21 requirements is scarce–mention is made only of circulating information materials to communes and organizing a competition for the most pro-ecological commune in Poland.
