ABSTRACT

This chapter discusses the transformation of the governance structures in the EU member states - with emphasis on the new prospective members of Central and Eastern Europe (CEECs) - as a result of the Europeanization of public policymaking, in the light of the EU's new wave of enlargement. The underlying assumption is that although the Europeanization process plays a crucial role in the transformation of the national systems of governance and in the improvement of their institutional capacity, the success or failure in the implementation of EU public policy in general and of the regional and environment policy areas in particular, especially during the first post-accession period, is significantly dependent on the learning capacity of the pre-existing institutional infrastructure.
