ABSTRACT

Over time there have been a number of proposals and designs for improvement that have not been carried into execution: some for several or many years and then appear in greatly modified form while others remain merely on paper. Whether executed, ignored or forgotten they remain as design ideas. When changes are required and agreed on by the majority, they are often also carried forward speedily without thorough investigation into alternatives or alterations. These may be satisfactory but often need revision later; others will be lamented by the thoughtful. Therefore a scheme, whether it is carried out or otherwise, is independent of its merit. The qualities of these abandoned projects invite careful examination, not necessarily in order to resurrect them so much as to discover why and when they were designed in the first place, and what reasons there were for not carrying them out.
