ABSTRACT
The multitasking officer on watch (OOW) needs such level knowledge of rules that it becomes a second nature. He has to be capable of instant situation analysis and collision avoidance action. To achieve this, a student must breathe, eat and dream ROR. This is the challenge for framers of syllabus, examiners and most of all for teachers.
