ABSTRACT

This chapter discusses the design of the survey instrument to collect the data to model the adoption decision process and presents descriptive statistics of the sample. The survey takes a very comprehensive approach to telecommuting, and guides the respondents through all the necessary considerations to decide whether telecommuting is a desirable option to meet their needs. The employer's survey is designed to mirror the employer's decision process as described in the analytical framework. Its objective is to collect data with which to estimate a model of the decision to offer a telecommuting program as a function of the employer's motivations and constraints, as well as of the telecommuting attributes. The data also indicates that cost reduction is not a major motivation for the respondents to offer telecommuting. The basic technology required for home-based telecommuting consists of a computer and the connection to a computer network.
