ABSTRACT

Response to Intervention (RtI) includes a multi-level prevention system designed to address the learning needs of every student with interventions provided as each student demonstrates a need. Students who do not respond positively to continued or intensive interventions may become candidates for special education evaluation. RtI is not simply a set of interventions; it is a systematic model of preventive and supplementary instructional services for students who are at risk for school failure. Many complex issues must be considered when designing and implementing an system of RtI. RtI provides an alternative or additional means of gathering information to be used when identifying students in need of special education evaluation, but this is not the intent, purpose, or focus of the system of RtI. Proponents of RtI assert, based on research, that RtI is a way to ensure each student is afforded the opportunity to learn and be proficient.
