ABSTRACT

Under modern conditions, the main factor of increasing the competitiveness at any level of social and economic systems is the human capital. This chapter presents the assessment of the value of the human capital on the basis of the author's interpretation of this concept. Management of human capital assets' evolution plays a key role in innovation-driven development, with intellectual component in the first place. Thus, greater influence of human capital assets on these processes leads to the ever-increasing importance of education as a major factor affecting the development of whole new level of society and economics. Some researchers considered Human Development Index representing a set of indices of individual development level in a particular field to be a key indicator of human potential influence on social development and quality of living. This index characterizes achievements of country (region) in terms of health status, getting education and actual income of its citizens in three fields, with each having its own index.
