ABSTRACT

This chapter discusses the question of social support of the poor of the Russian Federation and considers the modern system of social support and the Soviet system, and study their characteristics and features. It analyzes a number of measures: strengthening the targeting of social assistance to the poor and effectiveness of social protection; equal access to social services; reforming of Housing and Communal Services; and conversion of the pension system. The chapter explores social protection as a separate structure of the social complex. Low-income segments of the population have limited access to various social benefits and payments. The methods of system and structural analysis were used to consider the social issues, which refer to general scientific methods. The existing system of social support and social security of poor households and the population in the form of various allowances, benefits and other assistance cannot be called effective.
