ABSTRACT

Among the issues concerning the current status of the law of neutrality, the resolution is relatively simple in cases where the Security Council of the United Nations decides to take enforcement measures under Chapter VII of the United Nations Charter.11 Since the decisions of the Security Council are legally binding on member States of the United States (Article 25 of the United Nations Charter),12 and the obligation to abide by those decisions takes precedence over other obligations of international law (Article 103 of the UN Charter), the member States shall abide by those decisions, and in doing so, they are not regarded as violating the other obligations of international law.13
