However, this assumption itself, which has been regarded as self-evident by most writers, must be reconsidered. It is because, in former times, whether a belligerent State was free to wage war on a neutral State at any time was by no means a self-evident matter. This is illustrated by the controversy that arose among international lawyers over the German violation of Belgian neutrality in 1914.
