ABSTRACT

This chapter exemplifies City University of New York's (CUNY) position as an object of control on the part of a governor who wanted to shape and use it in ways that furthered his political and economic objectives. Eileen Goldmann, Director of State Governmental Relations for the City University of New York, outlined the upcoming state budget that had to account for an historic and unfathomable deficit. Andrew Cuomo was sworn in as governor of the State of New York on January 1, 2011. In the chancellor's report of January 28, 2013, to the Board of Trustees, Goldstein remarked that, for the second year, the university would be funded at the base level the legislature had committed to. However, as Governor Cuomo entered his second term in office starting in 2014, CUNY would emerge as a political pawn in his feud with New York City Mayor Bill de Blasio.
