ABSTRACT

The executive became the ultimate decider, having the power to determine the fate of nations and people. The possession of vibrancy provided a solid footing for the executive to actively pursue the purposes of a regime not by being passive but rather by being aggressive. Embedding dependent parts into the executive helped in balancing out executive strength. The success of exercising executive qualities is connected to the success of administration. In other words, good administration is an embodiment of executive qualities. As an extension of the executive, administrators encounter pressing moments that are uncertain and unpredictable. In response to such moments, they make public commitments through their own executive decisions. The close tie between the executive and administrators was one reason why Publius affirmed that administration was primarily concerned with the details of executive responsibility. The ambivalence established by the instrumental and constitutive functions is reinforced by the similar makeups of administration and the executive.
