ABSTRACT

DailyworkwiththeSelectCommitteeonHungerillustrated thatthepolicyformulationprocessisnotnecessarilylinear. Particularlyinitsdevelopmentofpolicyonmicroenterprise,theSelect Committeedomesticstaffwentthroughvariousstagesofconfusion, questions,staffbrainstormingsessions,research,organizedtaskforce meetings,networkingwithconsultants,drafting,writing,and rewriting.Theoccurrenceofthesestageswasnotnecessarily sequential.Moreover,thesestagesofpolicydevelopmentoccurredin themidstofongoingSelectCommitteebusinesswhichwasquite separatefrombillformulation.However,priortodiscussingtheSelect Committee'sformulationofmicroenterprisepolicy,itisnecessaryto presentthehistoryoftheCommittee'sinvolvementwith microenterprise.
