If a sewer collapses under a busy street, causing a bus or lorry to fall down a newly-opened hole, and requiring the street to be closed to traffic, something must be done. If sewers regularly flood, causing serious damage to property as well as health risks and public revulsion due to the presence of wastewater, something must again be done. But what?
