The refurbishment of dwellings relates to those occupied by people for domestic purposes. As such, the circumstances surrounding the work are quite different from those described in relation to facade retention and structural alteration. There is no change of use, merely the upgrading of the accommodation for the tenants. (Refurbishment is primarily for local authority property.)

This type of work is now big business for contractors as more and more sub-standard dwellings require attention to avoid the need to demolish and rebuild at greater cost than the refurbishment option.
