ABSTRACT

Trafficking in human beings has received increased attention internationally, regionally and nationally, and a variety of policy approaches have been adopted. This chapter examines the evolution of international policy to prevent and respond to human trafficking. Examples of local and national policies from different parts of the globe are provided, and their impact is assessed.

Understand the key factors that have guided the emergence of international concern in responding to human trafficking;

Identify the most important international frameworks for and key actors involved in responding to human trafficking, and their main elements; and

Understand the main motivations of the different actors involved in responding to human trafficking, and in particular, the difficult balance between ensuring the rights of the victims of trafficking versus the interests of the state.
