ABSTRACT

This chapter explores how traditional performance parameters might need to change to face multifaceted challenge. It examines the three M's—measurement, methodology, and maturity—deliberately looking at each main theme through a lens that reflects the changing role of all partners in the system and how the form and utilization of performance parameters has and continues to evolve. The key challenge is to identify quality performance parameters that address all gaps using clinical quality as the driver of prevention and efficiency. When designing a system's quality performance parameters, quantitative quality measurement initiatives should be combined with locally developed qualitative measures of performance to provide a rich and nuanced picture of health outcomes. The chapter sets the four priority areas for performance parameters to measure: patient outcomes, staff and use of resources, appropriateness of and compliance with contracts, and the system of sanctions and rewards for healthcare providers.
