ABSTRACT

This chapter describes the characteristics of the ongoing old-age insurance schemes for migrant workers in relation with the existing urbanization policy. It elaborates on the behavior of employers in labor use and its impact on employment of migrant labor under the old-age insurance schemes. The chapter examines the effects of employees' contribution to old-age insurance on the current disposable income of migrant workers as well as the pension entitlements of female and male participants at different wage levels. It discusses the old-age security issues concerning informal workers. The social old-age insurance system enacted into law determines the rights and obligations of the stakeholders. At present, the old-age insurance program for migrant employees is operated by each municipality in accordance with the policy documents issued by local governments. The migrant participants are allowed to transfer their accounts in the pension funds when they change jobs between different pool areas and this will ensure the continuity of their benefits accumulation.
