ABSTRACT
After Vyshnegradskii became minister of finance, and while I was still manager of the Southwestern Railroad, he asked me for ideas on how to deal with railroad deficits, which were costing the government 40 million rubles a year. My efforts were to lead to legislation dealing with railroad tariffs, to the establishment of the Department of Railroad Affairs, and to my appointment as its first director.
