ABSTRACT
Since the summer of 1902 the Emperor had been shifting to the side of Bezobrazov and Plehve, despite the opposing opinions of the ministers of finance and foreign affairs, the latter two being supported to some extent by the minister of war. I have told the whole story of the origins of the war with Japan elsewhere. 1 Therefore I am restricting myself in these memoirs to a sketchy account.
