ABSTRACT

After my return to Petersburg, Count Lambsdorff told me that His Majesty had been given the report on the Hayashi proposal but had not acted on it. When [on July 21] I reported to the Emperor, he thanked me, coldly, for negotiating renewal of the treaty with Germany, but he made no reference to the proposal because I was out of favor and he would not talk to me about affairs of state. I left immediately for my summer home, in Sochi, in the Caucasus. 1
