Agreement on Reconciliation, Nonaggression, and Exchanges and Cooperation Between the South and the North. A series of agreements signed by the prime ministers of North and South Korea at the height of progress in the 1990-92 high-level negotiations to ease tensions on the Korean peninsula. In the agreements the two sides resolved to settle disputes peacefully, set up communications, and exchange information. It was signed on December 13, 1991, and was followed at the end of the month by a six-point "denuclearization" declaration in which both sides agreed not to produce or possess nuclear weapons.
