ABSTRACT
Minister for Civil Aviation Madhav Rao Scindia resigns, taking "moral responsibility" after a chartered Uzbek Airways Tu-154 aircraft, leased to Indian Airlines when the domestic carrier's pilots went on strike in December, crashed the previous day in dense fog at New Delhi airport. All 163 passengers and crew survived.
