Reefer Madness: A Quantitative Historical Analysis of Drug Enforcement Policy
For the historical quantitative analysis, several modifications of our theory will be made. Citizen forces are easier to measure in quantitative historical terms and will be fully represented in the models. Political forces can be included in rich detail with emphasis on political values and partisan competition. Bureaucratic forces such as capacity, leadership, and the federalism aspects of bureaucracy can be included. Because there is no legitimate industry producing illicit drugs, industry forces will be lacking, although a measure of the influence of the alcohol production industry will be included. Policies such as laws will generally be included as independent variables in the attempt to explain policy outputs and policy outcomes.
