The Policy History of Government Antidrug Efforts: Or, "It's Déjà Vu All Over Again"

The federal government periodically undertakes a systematic effort to restrict the use of illegal drugs such as heroin, cocaine, and marijuana. Varying by length and by illegal substance, these drug wars are presented with good intentions; but their timing relative to elections and electoral strategies implies that political considerations are never far from any antidrug campaign. Antidrug campaigns are ahistorical; by ignoring past efforts at drug control, they continue to address policies in ways that have been tried before and found lacking.
