ABSTRACT
Knowledge of the initial period of Soviet nationality policy, a time when Lenin and not Stalin had the decisive voice, is crucial to an understanding of the future discrepancy between the official right of nations to self-determination and the Kremlin’s systematic obstruction of the exercise of that right by the nations under its control.
