ABSTRACT
Worldwide open IP-enabled public network infrastructure for communications, commerce, and goverument-cyberspace-is rapidly expanding. The Interuet, the largest of these networks, has taken root in over two hundred countries and is used by almost a billion people. Each country in the world now shares a porous border with every other country, not just those physically adjacent.
