ABSTRACT

At the dawn of the new century all nations find themselves in a far more competitive environment than was true even decades ago. At the roots of competitiveness are natural resources, financial capital and other economic strengths, science and technology, and military power. The People’s Republic of China (PRC) has not reached the forefront in these arenas, but she stands apart from all other nations in one respect: her huge population is nearly 1.3 billion.
