ABSTRACT
For two decades, beginning in the 1970s, Asia-Pacific security arrangements focused in general on containing and deterring the Soviet Union. Militarily, the United States provided the principal counterweight to Soviet power, and strategically the United States, Japan and China, together with other countries in the region, cooperated against Soviet assertiveness.
