ABSTRACT
Consider the following scenario, drawn from the recent his tory of the Uni ted States. A new regime is elected on a platform of massive change. The new regime promises that it is a new generation of political leadership that will radically alter the role of govemment. Its election convinces the newly elected officials and their staffs that the public shares their priorities for radically changing govemment.
