ABSTRACT

Toremedythissituation,from1990through1997policydecisionswereguided bythreefundamentalprincipals:(1)improvingeducationqualitatively,guaranteeingtoallchildreneffectivelearningofbasicabilities;(2)implementing greaterequityandpositivediscriminationinthedistributionofeducation,offeringmoreopportunitiestoachieveacceptablelevelsoflearningtotheneediest childrenwhohavethegreatestriskofnotacquiringbasiclearning;(3)making educationataskofall:people,communities,andlocalandnationalinstitutions. Fromthisperspective,thestatepromotestheinvestmentineducationbynongovernmentalorganizations,includingbusinesses.
