ABSTRACT
China'seffortstojointheGATTwereformallylaunchedinJuly 1986,1butChina'scampaignhasnotbeenconsistent.Itpicked upurgencyin1994and1995whentheGATTwasbeingreplacedbytheWT0.2ChinasoughttobecomeafoundingmemberoftheWTO,butthiseffortfailedbecauseChinawasnot willingtocommittosufficientreformsinordertowinmembership.SeveralsmallercampaignsforWTOmembershiphave beenlaunchedbytheChinese,buttheytendtofocusonwinning internationalsupportwithlittleattentiontothenecessaryeconomicreforms.
