ABSTRACT
This chapter argues that as enrollment in distance education courses and federal investments in distance education and financial aid skyrocket, federal policy in shaping and regulating distance education has also increased. Despite this increasing regulatory environment, scant scholarship exists examining the role the of federal policy in shaping higher education distance education. The author provides historical foundations and the current state of distance education policy, and concludes with a discussion of significant policy issues that are on the horizon.
