ABSTRACT

As with any organization, events cause change. How and why situations develop over time is just as important as how and why an organization was initially founded. Some of the decisions on hazardous materials (HAZMAT) were formulated in the absence of any federal laws or mandates. For example, the Founders building was constructed in 1962, before the joint Centers for Disease Control and Prevention (CDC)/National Institutes of Health (NIH) standards for biosafety in laboratories existed. In 2005 the building was still used by researchers for biological experiments even though, according to my respondents, the facility has not been upgraded to CDC/NIH biosafety laboratory standards. Researcher No. 3 stated that the building was already considered obsolete as a science building in the 1980s when he was originally hired.
