ABSTRACT

At this point in the redesign sequence, it is necessary to think about issues of measurement. Numbers are a powerful tool. They challenge myths and help in countering resistance to redesign that is based on self-interest rather than genuine concerns about the process of change and the quality of outcomes. While numbers are not everything, there is no way of getting away from the power of numbers to demonstrate that a problem is a problem, and to effectively monitor and evaluate the impact of whatever is put forward as a way of improving the real problem.
