ABSTRACT

There is no longer compulsory labour on public works or as payment to chiefs, although in some of the poorer districts a person may still elect to pay in labour. The chiefs now receive salaries as members of the African Local Government or Buganda Government civil services. Additional funds are received by the local governments in the form of excise taxes and court fines and fees. In fiscal, as in other matters, the Buganda Government enjoys a greater degree of autonomy than do the African Local Governments in Busoga and other districts.
