ABSTRACT
As these events illustrate, we live in a dynamic and uncertain world where previous events do not always shed light on the future. The San Bernardino attacks clearly were a game changer with the realization that social media has a “dark side” where encryption and radicalization has gone undetected by the best of our counterterrorism professionals. Once again, calculating risk morphs into a new reality.
