The EU foreign policy machinery: who does what and how?

The EU foreign policy formulation process is shaped and infl uenced by fi ve main actors, who are, offi cially, entitled to take part in it. These are: the European Council, the Council (in its Foreign Affairs format), the European Commission, the High Representative for the Common Foreign and Security Policy (thereafter referred to simply as the High Representative) and the European Parliament.
