ABSTRACT

Knowledge production in the global era is a social interactive process. It requires the university to build networks with other actors to facilitate the flow of knowledge, ideas and learning. An ideal model of a harmonious relationship between the university, the industry and the government is described as Triple Helix, in which each institutional sphere maintaining its special features and unique identity while also taking the role of the other. The university engages in local development not only as an economic contributor and commodified knowledge producer but also as a shaper of human capital and institutional actor in the socio-cultural networks.
