ABSTRACT
Executive summary: Currently, Agile with Scrum is the #1 development method in the world. Agile is among the best software methodologies for small projects below 500 function points. The average size of Agile projects among the author’s clients is about 275 function points. Agile is best below 100 internal users, below 10 development personnel, and below 500 function points. Agile effectiveness declines as applications and customer numbers grow larger. Agile is not effective for projects needing certification by government agencies such as the Food and Drug Administration (FDA), the Federal Aviation Administration (FAA), or the Sarbanes–Oxley legislation.
