Rising budget constraints and demands for health care services bring more complexity to the decision process for resource allocation. Innovations and health care progress have been shown to be key drivers of the growth of health care expenditures. In the context of increasing costs for medical care and limited resources, health technology assessment (HTA) was developed as a tool to inform the decision-making, to provide rationalization, and to make the process more transparent. HTA approach consists in evaluating multiple aspects of a new product’s value in order to maximize the provided health gain within limited resources.
