ABSTRACT
Chapter 2 examines the evolution of the EU agenda for sustainable development, illustrating how the political discourse at the EU has changed and how the legal and normative foundations of the concept have consolidated over time. By drawing on an extensive analysis of EU legislation and policy documents, the chapter particularly focuses on the changing nature of policy instruments and governance architectures that the EU has promoted during the last decade in order to mainstream the sustainable development goals across sectoral policies at different territorial levels.
