ABSTRACT
Health researchers have explored policies to strengthen community-based supports and maximize independence as ways to divert individuals from institutional settings. This chapter explores key milestones in the history of legislation and regulations that have provided opportunities for older adults, yet also contribute to a complicated long-term care delivery environment. To provide long-term care for the future, the aging system must undergo a major reconfiguration into a seamless network of comprehensive service models. While recent legislation does reflect a shift toward increased care for older adults, significant limitations remain.
