As the hawkers selling program player rosters at the baseball game yell, “Get your programs here. You can’t tell the players without a program.” Concentrate efforts on identifying key players in your targeted criminal enterprise. Who are the leaders? Who are the mid-level managers? Who are the low-level players? Associates? Family members? (Figure 10.1).
