ABSTRACT
There are two investigative paths that you can take when you decide to dismantle a targeted criminal enterprise: covert or overt. Covert entails investigators of the criminal enterprise working behind the scenes. They take every effort to ensure secrecy of the efforts to dismantle the criminal enterprise through RICO charges. Since the crooks commit crimes and are convicted at the state level, there will be past cases to examine for potential RICO predicate acts on the leaders of the criminal enterprise. The process calls for secretive and unseen investigative efforts. The covert investigators take every pain, so that the criminals do not know they are being investigated.
