ABSTRACT

There are instances where the investigation may need to be covert. I have also worked cases where it was necessary to keep the subjects of the criminal enterprise from knowing they were being investigated until the final indictment. The subjects were members of a criminal enterprise that was large and sophisticated enough to relocate from one area to another if they found out they were being investigated. They were well funded and could relocate key members within a very short period. Many of the MDTO investigations in the 1990s and the Los Angeles ATF investigation on the Aryan Brotherhood were conducted as covert investigations.
